Mobilehome Park Max Allowable Annual Increase Notice

Subject to the provisions of Salinas City Code Chapter 17.1, the maximum allowable annual mobilehome park rent increase effective February 1, 2024 is 2.56%. Rent increase shall not be effective until the landlord has given notice required by State law. 

The CPI increased 3.41% between August 2022 and August 2023. Accordingly, the maximum mobilehome park rent increase shall be 2.56%.

Draft Urban Forest Management Plan

Salinas Draft Urban Forest Management Plan

NOTICE IS HEREBY GIVEN that the City of Salinas Draft Urban Forest Management Plan (UFMP) is available for public comment from October 20, 2023 until November 20, 2023.

The City of Salinas (City) is proposing to adopt an Urban Forest Management Plan which serves as a guide for future planning, planting, and maintenance of the City’s urban forest. Through California Department of Forestry and Fire Protection grant funding, the City has developed an Urban Forest Management Plan to address increasing tree canopy cover, enforcing tree protection policies, and having an effective tree planting and maintenance program.

NOTICE IS HEREBY GIVEN that the proposed City of Salinas Draft Urban Forest Management Plan will be available for a minimum thirty-day (30) public comment period. The Draft Urban Forest Management Plan is available for public review at:

• The City of Salinas Community Development Department, 65 West Alisal Street

• The City of Salinas Public Works Department, 200 Lincoln Avenue

• The City of Salinas Steinbeck Library, 350 Lincoln Avenue

PUBLIC COMMENT: The public is invited to provide written comments on the Draft Urban Forest Management Plan. All public comments received, and the City’s responses will become a public record. The minimum 30-day public review and comment period will begin on October 20, 2023, and will close on November 20, 2023 at 5:00 PM. NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about October 13, 2023, the City of Salinas ("City") will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds to undertake a project known as the Hebbron Family Center. All comments received by October 12, 2023, will be considered by the City prior to authorizing submission of a request for release of funds to HUD.

First Substantial Amendment to the Fiscal Year 2022-2023 Annual Action Plan 

The Hebbron Family Center project will be a new recreational facility located at 683, 683-B, 683-C, 683-D, 667, and 669 Fremont Street in Salinas, CA 93905. The project scope includes the demolition of an existing structure and construction of a new 7,500 square foot community recreation facility and is located within the City’s Alisal Neighborhood Revitalization Strategy Area (ANRSA). Allocated CDBG program funds would be used to cover architectural plans, other predevelopment costs, and construction activities.

NOTICE IS HEREBY GIVEN that the City of Salinas (City) through a Substantial Amendment (Amendment) process proposes to reallocate approximately $1,410,000 of prior FY AAP (FY 2017-2018, 2018-2019, 2019-2020, 2020-2021 & 2021-2022) funds and program income to the Hebbron Family Center project. This action would result in a total commitment of $3,057,115 of CDBG program funds to the Hebbron Family Center project and its Activity Delivery.

NOTICE IS HEREBY GIVEN that the City of Salinas’s Housing and Land Use Committee public hearing will continue from Tuesday, October 17, 2023, to Tuesday, October 28, 2023 at approximately 3:30 p.m. or as soon after. Location: City Council Rotunda, 200 Lincoln Ave Salinas, CA 93901.
